New England clam chowder is a soup made with clams，vegetables，and miIk—never with a tomato base．Manhattan clam chowder，however，is always made with tomatoes．This great American gastronomic controversy became national news in 1939 when Assemblyman James Suder introduced a bill into the Maine legislature making the use of tomatoes in clam chowder illegal in that state．The punishment his unenacted bill specified：Make any offender harvest two bushels of clams at high tide．See also New England chowder．
