Cities in Mexico on the U．S．border that have maquiladora programs set up by the Mexican government．Under these programs，parts are shipped by，say，an American manufacturer in El Paso to a company in the nearby Mexican city of Juárez that assembles the parts，the finished products ex ported back to the United States duty—free except for the value added in Mexico．The idea was born in about 1964．Maquiladora derives from the Spanish maquila(the portion received by a miller for milling someone’s gram)．
